Plano, Texas, tops list of America's safest cities

Plano, Texas, has some pretty ho-hum claims to fame: It?s home to junk-food headquarters Frito-Lay and the Dr. Pepper Snapple Group, for starters, as well as to retail giant J.C. Penney. But it?s also America?s safest city by our determination, and that?s nothing to yawn at.

Plano, a city of 278,000 that?s just outside Dallas, boasts the lowest violent crime rate of the cities we looked at and the sixth-lowest traffic fatality rate, putting it tops on our list for the second year in a row. The Las Vegas suburb of Henderson, Nev., and Honolulu come in second and third, respectively.

So what makes these metropolises oases of relative tranquility? Wealth is one key factor.

?One of the underlying things, in terms of a city?s safety, would be a very strong tax base, as there are a number of services that are reliant on it,? notes Scott B. Clark, president of the New York-based Risk and Insurance Management Society. ?That includes an effective, well-staffed police department, fire department and school system.?

The median household income in Plano is $79,234, according to the U.S. Census Bureau, nearly 60 percent above the national average, and 8.1 percent of residents are below the poverty line, compared to a national rate of 15.1 percent. The city is also home to a number of Fortune 500 companies.

?Plano is a very clean, affluent suburb with no inner city per se,? says John Worrall, head of the criminology program at the University of Texas at Dallas. ?Plus it has one of the few police departments in the U.S. that require four-year degrees. I don?t know that there is research to back up its making things safer, but it makes Plano unique.?

Plano boasts strong citizen involvement in public safety: the U.S. Department of Justice honored the city last year with a National Award for Excellence in Neighborhood Watch. Plano Police Chief Greg Rushin says his department works with 194 volunteers who help with tasks from patrolling neighborhoods to manning observation towers in public places and monitoring security camera feeds.

Henderson, Nev., takes the No. 2 spot despite its location within the Metropolitan Statistical Area of Las Vegas-Paradise, which ranked ninth this year on Forbes? list of America?s Most Dangerous Cities. That may be because Henderson has a relatively high median income of $61,861, a low poverty rate (7 percent) and higher median home prices than Las Vegas, points out Tamara Madensen, a criminology professor at the University of Nevada in Las Vegas. Also of help, she adds, is that ?casinos in Henderson cater mainly to local residents, which reduces traffic and the number of tourists moving about in the city.?

That?s an important point compared to Vegas: Since crime rates are calculated based on Census populations, violent crimes involving tourists inflate the numbers. ?The number of people who visit the Strip and downtown Las Vegas each year,? over 35 million, ?make it difficult to estimate the real ?risk? of crime for individuals living in Las Vegas. Tourist numbers are rarely factored into risk analyses,? Madensen says.

To find America?s 10 safest cities, we looked at metropolises with populations above 250,000. We ranked them by violent crime rates ? the number of violent crimes (murder, forcible rape, robbery and aggravated assault) per 100,000 residents in 2010, as reported by the Federal Bureau of Investigation. Because the FBI only compiles data from municipalities that submit complete reports, we were only able to look at 72 cities; Chicago was not included in our ranking.

We also ranked each city on the traffic-fatality rate per 100,000 residents based on 2009 data, the most recent available, from the National Highway Traffic Safety Administration. We then averaged the ranking for each city to arrive at final scores. In the event of ties, the city with the lower crime rate got the higher ranking.

In third place on our list is Honolulu, which ranks fourth lowest for violent crime and seventh lowest for traffic fatalities. The city is relatively well off, with a median household income of $54,828, above the national average of $50,046, and a below average poverty rate of 10.5 percent. Hawaii has some of the strictest gun control laws in the nation, and that famous relaxed aloha spirit may play a role in keeping accident and violence rates low. ?Honolulu is kind of like a big small town where everyone seems connected,? says Dave Kahaulelio, president of the Honolulu chapter of the Risk and Insurance Management Society.

Kahaulelio also notes a key factor behind Honolulu?s low traffic-fatality rate ? 4.27 per 100,000 ? is gridlock. ?Our roads are often congested because we have two main arteries,? he says.

Russ Rader, vice president of communications for the Insurance Institute for Highway Safety, concurs that congestion is a good thing when it comes to traffic safety. ?If traffic is often gridlocked, no one can drive fast enough to kill themselves or others,? he says. ?Cities, by their nature, tend to have low fatality rates because speeds are low and traffic is dense, while rural roads tend to be more dangerous.?

That certainly rings true in the biggest city ? and perhaps biggest surprise ? on our list: New York City at No. 10. Major arteries are frequently backed up there, which may well explain why Gotham ranked No. 3 for lowest traffic-fatality rates, with just 3.17 per 100,000. Good public transportation and a relatively low car ownership rate also help.

But how to explain New York City?s relatively low violent-crime rate of 582 per 100,000, 27th-lowest among U.S. cities over 250,000 in population? Criminal justice professor Mike Maxfield, of John Jay College in New York City, points out that it has most of the resources that are key to urban safety: ?wealth, effective policing and other guardianship, public spaces that are heavily used by a broad cross-section of people, institutions that attract people ? parks, museums, shopping, entertainment ? and effective governance, generally.?

But the Big Apple is still a mixed bag. ?It?s also incredibly diverse with a great deal of inequality. That means that though New York is statistically safe as a city, safety, like wealth, is unevenly distributed,? Maxfield adds. ?All of New York is better governed and better policed than 20 years ago and violence is lower everywhere. But it?s much lower in some places than in others.?

Colleges and suicide threats: when to call home? (AP)

The email that arrived at Virginia Tech's health center in November 2007 was detailed and unmistakably ominous. It concerned a Tech senior named Daniel Kim and came from an acquaintance at another college.

"Daniel has been acting very suicidal recently, purchasing a $200 pistol, and claiming he'll go through with it," the email read, adding details of a reported previous suicide attempt with pills. "This is not a joke."

By the time Virginia Tech told Daniel's father, William Kim, about that email, it was too late.

A few weeks after it was sent to the school, he spoke with his son for the last time, Daniel indicating all was well and after final exams he'd be home for the holidays.

A few days after that, parked in his car outside a Target store near campus, Daniel fatally shot himself in the head.

"If I'd known, I could have taken him to doctors, get him on medication, make him normal again," William Kim, who owns a Washington, D.C., convenience store, said in a recent telephone interview, grief still echoing in his voice four years after the fact.

Virginia Tech's actions were all the more confounding coming just months after the murder-suicide rampage on the same campus by another student, Seung Hui Cho, which had supposedly prompted campuses nationwide to rethink their previous emphasis on confidentiality in treating troubled students.

"Who is going to take better care of him than his parents?" Kim said. "I never had the chance to do anything for him. That's a terrible feeling."

In an agreement finalized by a judge last month in a multimillion-dollar lawsuit brought by the family, the Kims settled with Virginia Tech for $250,000, plus an endowed scholarship in Daniel's name. But William Kim also insisted that the agreement include language requiring Virginia Tech to notify parents of a potentially suicidal student unless it documents a reason not to do so.

The university, which admits no fault, maintains the language reflects policies already in place there under a 2008 state law, and wouldn't have made a difference for Daniel Kim anyway. It continues to insist that, after sending local police to check on the student, and despite the detailed email, it had no reason to believe he was actively suicidal and thus didn't need to notify his family.

But the family's attorney, Gary Mims, insists the settlement goes further than the state law, which applies only to students treated by university mental health services. Now, he says, Virginia Tech must at least consider notifying parents if it receives an indication from any source a student may be suicidal. Several experts described it as among the strongest such policies in the country.

The issue of when colleges should notify parents their adult children may be suicidal remains fraught with legal, medical and ethical dilemmas. College policies, state laws and professional codes of conduct vary widely ? and occasionally conflict.

Some mental health professionals call the Virginia Tech settlement the latest step in a trend they welcome: Threats to safety increasingly take precedence over preserving confidentiality. They emphasize that in many cases, involving parents is not only right, but helpful.

"There's some good evidence if someone is really sick, that involving family in their treatment planning, the medication, helping them stay on track, are really good things to do," said Greg Eells, director of counseling and psychological services at Cornell University in New York, which has changed several policies to make notifying parents more common. "I think the (Virginia Tech settlement) is kind of affirming that."

But many remain wary of top-down pressure on counselors to notify parents as the default option, even if such policies are well-intentioned and allow exceptions. Many students have just passing thoughts of suicide. Also, relationships with parents may be part of the problem. Involving them too readily might discourage some people from getting help, or complicate treatment once they do.

"The less flexibility we have, it actually compromises care," said Mary-Jeanne Raleigh, director of counseling services at St. Mary's College in Maryland and president of ACCA, the American College Counseling Association. Overly rigid policies mean, she said, "I can't review what is best for the individual standing in front of me because the law is saying you have to x, y and z."

Suicide is the second leading cause of death for college students, behind automobile accidents. A 2010 survey of counseling center directors found at least 133 college students had taken their lives in the previous year. The better indicator is probably the rate, estimated at about 6 to 7.5 per 100,000 ? though that's only about half the suicide rate for similarly aged people not in college.

But while the research highlights the danger, it also sheds light on why these are tough calls for colleges. Warning signs aren't always as black and white as they were at Virginia Tech. A milder form of suicidal ideation ? fleeting hopelessness or thoughts about death _is common among college-age students.

A 2009 survey of 26,000 students at 70 colleges found that roughly half reported having had at least occasional suicidal thoughts. But more than half of those said such thoughts lasted a day or less. Roughly 6 percent of undergraduates reported they had "seriously considered attempting suicide" in the last 12 months. Colleges must determine who's most at risk ? typically those who have made detailed plans and acquired means such as a weapon or pills.

"Someone who's seeking help but says, `I have to admit I have these thoughts five or six times a day and they're kind of scary' ? that's someone I wouldn't necessarily feel compelled to call the parents right away," Raleigh said. "That's very different from the person I get a call from at 3 o'clock on a Saturday morning who's been drinking and has immediate plans to kill themselves."

The 2010 survey of counseling directors found that when a client was considered a "suicidal risk" but didn't meet the state-law criteria for involuntary hospitalization, 41 percent wouldn't notify anyone else without a signed release from the student. Only 13 percent said they would notify family; 22 percent said they would notify a superior, and 19 percent said it would depend on the situation.

Why the hesitation to involve family? The data also show why colleges worry so much about any action that might discourage troubled students from seeking help: 80 percent of students who commit suicide, like Kim, never participated in campus counseling services.

"I'm in favor of notifying parents," said Carolyn Wolf, a mental health lawyer who advises college officials. "These are kids who are 18, 19, 20 years old, they're legally adults, but I don't think they're developmentally adults at that point. Parents are much more involved in kids' lives these days for a longer period of time." Still, she said, "you need to give some amount of flexibility to those people who are in the trenches."

Wolf advises parents to remember that FERPA, the federal education privacy law, has clear exceptions for risks to health and safety, as do state laws. HIPPA, the federal medical privacy law, generally doesn't apply to colleges. And while counselors and psychiatrists may be unable to discuss a student they are treating, those rules don't apply to anyone else on campus; faculty and administrators can call home about behavioral issues.

And, Wolf points out, nothing forbids counselors from listening.

Parents "can call a counseling center and say, `I think this meets one of the (confidentiality) exceptions, but even if you can't tell me things, you need to listen to me give you history, give you information,'" Wolf said.

William Kim's lawsuit against Virginia Tech contends the school broke its own protocol, which called for any student who had made even a gesture about suicide to see a psychologist on call immediately. Instead, officials discussed the email the morning they received it, and dispatched a local police officer to Kim's off-campus residence.

The officer reported Kim "appeared to be OK" and that Kim said he didn't know the student who had sent the email. That student appeared to know Kim through online gaming. The university also checked to see if Kim had purchased a gun. Apparently he had not, but did so a few weeks later.

Confidentiality laws would not have prevented Virginia Tech from contacting Kim's parents because he was not a patient of the university counseling center. But university officials decided not to reach out. Having received no other unsolicited indications from family, acquaintances or teachers that Kim might be suicidal, they concluded he was not a danger.

Ed Spencer, Virginia Tech's vice president for student affairs, acknowledged that the university has wide latitude to contact family if a student is suicidal, and said it would do so if it made that determination.

But, he said in a telephone interview, Daniel Kim "was never found to be suicidal by anyone here at Virginia Tech or by the Blacksburg police."

Regardless of the detailed plans reported in the email, altogether "there was nothing that added up that he was at all suicidal," Spencer said. He added experts the university consulted backed up that view and "were surprised we went the extra mile" of checking on the gun.

But Mark Mills, a Columbia University psychiatrist retained by Kim's attorneys, found the email alone represented clear evidence of a "psychiatric emergency" and that it was "irresponsible and reckless" that Virginia Tech failed to take further action to see if Daniel needed help.

When William Kim asked university officials why they hadn't told him about the email, he says they told him it was "unnecessary."

Kim responded: "It was unnecessary? My son's life was in danger, and you didn't think it was necessary?"

"They didn't call his teachers, other students, they didn't call me," said Kim, who emphasized he was not angry at Virginia Tech as a whole. "Nothing was done whatsoever to save him."

Daniel Kim was a happy kid, said his father, who only later learned his son had agonized about his perceived resemblance to Cho and experienced anti-Korean slurs after the shootings on campus the April before he took his own life.

Only later did William Kim learn his son had secluded himself for two weeks in his dorm ? the same building where Cho killed his first two victims.

"When somebody's life is in danger, all the privacy, that should go out the window," he said. "No matter how bad your relationship with your parents, when something like that happens you want to know."

He added: "He was suffering at that school. We had no idea.""

Sony, Samsung dissolve panel joint venture (AP)

TOKYO ? Japan's Sony and South Korean rival Samsung are dissolving their joint venture in liquid crystal display panels as Sony tries to stanch years of losses in its TV business.

Sony Corp. said Monday that Samsung Electronics Co. will buy all of Sony's shares in the joint venture for about 1.08 trillion Korean won ($935 million) subject to a final agreement.

The joint venture called S-LCD was set up in 2004. Sony, which fell behind in flat panel TVs, invested in a Samsung panel factory to ensure a steady supply of panels for its LCD TVs.

Sony's TV operation has lost money for seven straight years and the company is straining to return that key business to profit.

The prices of TVs as well as panels have been dropping so it makes more sense to buy panels at the market rate than to invest in production.

Sony, which makes Bravia TV sets, does not make its own LCD panels.

It said it will enter a new partnership with Samsung to buy panels, and will also continue buying panels from other manufacturers.

Sony said it will suffer a loss of 66 billion yen ($846 million) for the third quarter of this fiscal year, which ends later this month, because of the declining value of investment in S-LCD.

Getting out the production venture will produce substantial savings after January 2012, when the deal is completed, according to Sony.

It was still unclear how Sony's profit forecast for the fiscal year through March 2012 will be affected, said company spokesman Takashi Uehara.

GSM phones vulnerable to hijack scams -researcher (Reuters)

BERLIN (Reuters) ? Flaws in a widely used wireless technology could allow hackers to gain remote control of phones and instruct them to send text messages or make calls, according to an expert on mobile phone security.

They could use the vulnerability in the GSM technology -- which is used by most telecom operators globally and by billions of people -- to make calls or send texts to expensive, premium phone and messaging services in scams, said Karsten Nohl, head of Berlin-based Security Research Labs.

Nohl is a well-regarded expert on mobile security who last year identified a bug in GSM technology that makes calls vulnerable to tapping. He says he is calling attention to these flaws to pressure the industry into beefing up the security of their products.

Mobile security is a hot issue because hackers are paying unprecedented attention to the devices as smartphone sales have outpaced sales of PCs.

Only a few flaws have been found in GSM technology - which stands for Global System for Mobile Communications - over its 20-year history. Industry lobby group GSMA said on Tuesday it did not expect the new findings to affect its views on the security of the technology.

"The GSMA and its mobile network operator members are confident in the security of existing 2G GSM networks and real attacks on real networks against real customers are most unlikely," it said in a statement, adding that newer technologies are safer and not impacted by the new research.

GSMA's statement "on anticipated GSM security announcements" did not make clear whether the industry group had actually seen Nohl's latest research.

Security experts have previously identified a small number of viruses designed to infect smartphones, allowing hackers to take control of the devices and force them to make calls or send text messages. But Nohl said he has discovered a way to leverage previously disclosed vulnerabilities in GSM technology that could potentially threaten hundreds of thousands of phones.

"We can do it to hundreds of thousands of phones in a short time frame," Nohl told Reuters ahead of a presentation on the topic at a hacking convention in Berlin on Tuesday.

SECTOR IN FOCUS

Smartphone malware is popping up at an unprecedented rate as people put more and more valuable information on the devices, using them to hold corporate secrets, conduct banking and function as digital wallets.

GSM became the dominant mobile technology globally in the late 1990s and even though new, faster mobile networks have been rolled out across the world, operators have stuck to their GSM networks to support older phones and to offer service when new networks fail.

The Berlin convention takes place just days after U.S. security think tank Strategic Forecasting Inc (Stratfor) said its website had been hacked and that some names of corporate subscribers had been made public. Activist hacker group Anonymous claimed responsibility.

Attacks on corporate landline phone systems are fairly common, often involving bogus premium-service phone lines that hackers set up in countries in Eastern Europe, Africa and Asia.

Fraudsters make calls to the numbers from hacked business phone systems or mobile phones, then collect their cash and move on before the activity is identified.

The phone users typically do not realize the problem until after they receive their bills, and telecommunications carriers often end up footing at least some of the costs.

Even though Nohl will not present all details of possible attacks at the conference, he said hackers will usually replicate the code needed for attacks within a few weeks.

T-MOBILE, SFR LEAD NEW RANKING

Mobile networks of Germany's T-Mobile and France's SFR offer their clients the best protection against online criminals wanting to intercept their calls or track their movements, according to a new ranking Nohl will unveil at his presentation.

The new ranking, at gsmmap.org, is conducted by security researchers, who hope this will heighten the awareness of operators and consumers on the vulnerability of their mobile communications.

Researchers reviewed 32 operators in 11 countries and rated their performance based on how easy it was for them to intercept the calls, impersonate someone's device or track the device.

"None of the networks protects users very well," Nohl said.

The sample is set to grow from 32 carriers dramatically next year as the tool enables anyone to participate in data gathering

by downloading measuring software to their phones.

Nohl said mobile telecom operators could easily improve their clients' security, in many cases by just updating their software.

Researchers reviewed operators in Austria, Belgium, the Czech Republic, France, Germany, Hungary, Italy, Morocco, Slovakia, Switzerland and Thailand.

Gingrich Will Attempt to Mount Write-in Campaign for Virginia GOP Primary

The presidential campaign of former Speaker Newt Gingrich today blamed "a failed system" for the Georgian's inability to qualify for the Virginia Republican primary next year, vowing to pursue a write-in campaign to secure its candidate's place on the ballot.

Gingrich and Texas Gov. Rick Perry failed to submit the required 10,000 valid signatures to qualify for the ballot, the Republican Party of Virginia announced late Friday.

"Voters deserve the right to vote for any top contender, especially leading candidates. We will work with the Republican Party of Virginia to pursue an aggressive write-in campaign to make sure that all the voters of Virginia are able to vote for the candidates of their choice," Gingrich Campaign Director Michael Krull said in a release. However, the commonwealth does not allow write-ins in its primary elections."

Former Massachusetts Gov. Mitt Romney and Rep. Ron Paul (Texas) qualified for the ballot, having turned in the required number of valid signatures.

The Virginia Democratic Party announced Friday that President Barack Obama also submitted the required number of signatures. Furthermore, the party said that because Obama is the only Democratic candidate for president, the State Board of Elections is expected to cancel its primary and allow the Commonwealth's Democrats to forward all their delegates to the national convention to cast their vote for him.

When Apple released the iOS 5.0.1 update last month, it not only tried to fix the battery life issues and bring a couple of features to the table but it also made the Siri port legally possible for the iPhone 4.

As a direct effect, developers are already working on a project called "i4Siri" which will hopefully bring the personal assistant to the last year's iPhone in a legal way. There will still be a need for older devices to run iOS 5 but with a couple of Cydia tweaks and utilities Siri will probably help you get things done on your iPhone 4 soon. Brad Miller's North Carolina Race Tests Progressives' Fundraising Mettle

The first major test of the activist progressive fundraising machine for the 2012 elections is developing in North Carolina, where a Republican-engineered redistricting plan will likely pit Democratic Reps. Brad Miller and David Price against each other.

If it survives a civil rights challenge, the redistricting plan would radically change the entire North Carolina political map, with Miller's seat in the 13th District a prime target. Miller and Price have similar, fairly liberal voting records, rely on campaign money from the same interest groups -- unions and lawyers -- and live less than 20 miles from each other. But some believe there's a reason Miller was targeted: his work to reform Wall Street.

"It's a terrible redistricting map and it's certainly not fair to Brad," Price said. "They really went after him."

The Republican redistricting plan would dramatically change the North Carolina political map, likely shifting the House delegation from the current mix of 7 Democrats and 6 Republicans to one with just 3 Democrats and 10 Republicans. About half of the state's African American population -- 21.5 percent of the state -- would be situated in just three districts, making a successful civil rights challenge to the redistricting a very real possibility.

Neither Miller nor Price are eager to criticize each other before the 2012 map is finalized. But important differences do exist in their voting records. Miller's seven years of work on banking reform and consumer protection have endeared him to progressive activists. Price, meanwhile, was a founding member of the Democratic Leadership Council, the most prominent centrist faction of the Democratic Party, and he previously served as a member of the New Democrat coalition, a group closely attuned to the interests of business executives and prominent corporate shareholders.

Price made a hard political left-turn after the Democratic wave election of 2006, leaving the New Democrats behind and voting as a robust progressive ever since. Meanwhile, Miller's devotion to financial reform, and mortgage issues in particular, have had a tremendous legislative impact.

"He basically came to Congress with fair mortgage lending as one of his key issues," said Michael Calhoun, president of the Center for Responsible Lending, a leading consumer protection non-profit. "He stays on top of these issues and puts the time in to pursue them and know them in-depth."

In 2004, Miller introduced a bill to curb the issuance of abusive subprime mortgages -- legislation which eventually became the mortgage reform chapter of the Dodd-Frank financial reform bill, passed in 2010.

"He's a very effective legislator," said House Financial Services Committee Chairman Barney Frank (D-Mass.). "He's very thoughtful, he's not flamboyant, but .. if Tom DeLay and the Republicans hadn't blocked him, he could have prevented the crisis."

In 2009, Miller introduced a bill to create a new Consumer Financial Protection Agency, an idea launched by consumer advocate Elizabeth Warren. The core of Miller's legislation would ultimately become law as yet another section of Dodd-Frank, establishing the new Consumer Financial Protection Bureau, or CFPB.

"I have enormous admiration for Brad," Warren told HuffPost. "He is smart, he is thoughtful, he is effective, he works his tail off, and nobody owns him."

Warren aggressively questioned both Republicans and Democrats alike as chair of the Congressional Oversight Panel for the bank bailout, and she was the clear front-runner for the post CFPB Director once Dodd-Frank passed. But President Obama bypassed her for the position amid fears of an ugly Senate confirmation battle and complaints from Wall Street campaign contributors, and she is now running to unseat Sen. Scott Brown (D-Mass.), with major support from grassroots progressive donor groups.

Warren is not the only one whose efforts to take on banks have led to trouble. While most Democrats in North Carolina would suffer some kind of setback from the Republican redistricting effort, Miller's work to defend consumers from predatory banks has made him a top target for the financial establishment. Anti-Miller sentiment has filtered through many of the state's business organizations (which include Wall Street bankers), lawyer groups (which have big bank clients), and political parties (which raise money from all three). North Carolina is a major banking state, with the city of Charlotte home to Bank of America and previously headquarters of Wachovia, which was acquired by Wells Fargo after failing in 2008.

That's a particularly big problem for Miller's fundraising efforts. In the 2006 cycle, Miller raised $1.8 million for his reelection bid. By 2008, when banks realized his mortgage reform positions weren't mere political posturing, that total plunged to $950,000. In 2010, he took in just $930,000. That trend is looking even worse heading into 2012, with the election map still not settled.

"The political action committees that at this point in the cycle would have given to me -- not out of true affection, but because I was an incumbent likely to win again -- that fundraising has not happened," Miller told HuffPost.

In contrast, Price claims his fundraising has been generally unaffected by the potential primary. "It's picked up," Price said. "I don't think the mix has changed much."

Price is no stranger to heavyweight political bouts in North Carolina. In 1984, he worked as an aide to then-Gov. Jim Hunt (D) when he challenged Republican Jesse Helms, a notorious opponent of civil rights, for his Senate seat. At the time, the contest was the single most expensive Senate race in history. Hunt narrowly lost the race.

"The way I felt on election night of '84 when i was watching Jim Hunt go down -- given my own history, given what we fought for -- all of that was very much part of my decision to run for office," Price told HuffPost.

Price went on to be a congressional warrior for education, a major perennial issue in the state. His two top career donors are Duke University, where he once taught American Politics, and the University of North Carolina at Chapel Hill. But Price's generally progressive voting record has not always overlapped with Miller's chief strength in financial reform. Price did help shepherd through a bill to improve consumer disclosures on home equity loans in 1986, but by the 1990s, he had joined a bipartisan congressional consensus to deregulate much of the financial industry. Price backed a 1999 bill pushed by future bailout baron Citibank allowing big banks to acquire securities firms and insurance companies. The next year, he voted for legislation that entirely deregulated the market for derivatives -- the same market that would eventually bring down insurance giant AIG.

Miller wouldn't begin his congressional career until 2004. But in 2005, Price backed a Bush administration-approved bill making it far more difficult for financially embattled consumers to file for bankruptcy. Miller opposed the bill, which economists from the New York Fed would eventually blame for forcing 200,00 foreclosures.

Few progressive fundraisers are eager to publicly criticize Price. But the Progressive Change Campaign Committee, an influential liberal grassroots organization, has made Miller's reelection a top priority for 2012, raising over $10,000 for him thus far.

"Re-electing Reps. Brad Miller and Donna Edwards (D-Md.) will be a top progressive priority of 2012. Like Elizabeth Warren, Brad Miller is a bold fighter for holding Wall Street accountable, and in this era of Occupy Wall Street ascendency we absolutely cannot afford to lose his voice in Congress," said PCCC co-founder Adam Green.

Miller will need money early to overcome his current polling deficit against Price. While a full one-third of Miller's current 13th district would become part of Price's 4th district under the Republican plan, Price still enjoys a substantial lead, according to a poll commissioned by his campaign -- 46 percent to Miller's 25 percent, with 29 percent undecided.

That high proportion of undecided voters, coupled with Price's less-than-50-percent haul in his own poll, make him a vulnerable front-runner. But Miller will need more than the backing of the PCCC to get past the primary. And while other progressive groups are offering moral support, they have yet to offer cash.

"DFA is just beginning to look at our candidate endorsements for 2012, and Brad Miller is at the top of the list of candidates likely to receive DFA support next year," said Charles Chamberlain, political director of Democracy for America, a group founded by liberal luminary Howard Dean.

Others are simply waiting out the primary process altogether. MoveOn.org doesn't expect to put money into the race until the primary has been resolved. And if Democrats are fortunate and a civil rights challenge is successful, Miller and Price won't ultimately face off at all. In the meantime, however, wooing campaign donors and voter outreach are difficult.

"Other than not knowing where to run or when, it's very easy to plan the campaign," joked Miller.

Former Atletico hero Diego Simeone is their new coach

Diego Simeone is the new coach of the Spanish Primera Liga side Atletico Madrid, the club announced.

Simeone replaces Gregorio Manzano, who was sacked Thursday following his side's defeat to Albacete in the Spanish Copa del Rey and a poor start to the season that has left the club just four points above the relegation zone.

Simeone becomes the 49th coach at Atletico since Miguel Angel's father, Jesus Gil, took control of the club in 1987.

The 41-year-old was a hero of the Atletico Madrid side that won a league and cup double in the 1995-96 season before leaving to play in Italy, where he played for Inter Milan and Lazio.

He returned for another year at Atletico late in his career in 2003, but again left the club to end his playing career.

Moving into coaching after hanging up his boots, Simeone worked with Racing Club de Santander, before working with River Plate, Estudiantes, San Lorenzo and with Italian side Catania, and then finally returning to Racing, who he abandoned at the end of last week.

The Game Threatens to Fight Bottle-Throwing Fan ... Live in Concert!


The Game's concert in Norway got ugly last night when the rapper dodged a flying bottle. Not taking kindly to the near miss, he went into the crowd after the guy!

Game first warned the person, "Next time you throw something, I'm gonna ask someone next to you who threw it and we gon' jump over there and f--k you up."

That apparently didn't do the trick, since he charged into the crowd soon after. In the clip below, The Game can be heard saying, "You ain't so tough now, boy."

He then returned to the stage very quickly, so we're thinking no one ended up worse for the wear. Conflict resolution at its best. Check out the live exchange:

Google Voice for iOS joins the mass texting party

Google Voice
Well, it's about a month and a half behind its Android counterpart (and what feels like decades behind the web interface), but the iOS Google Voice app finally (finally!) has support for multi-recipient texting. Version 1.4.0.2372 adds few other nice tweaks, including one touch copy and paste on the dialpad and a larger text entry field with a character count but, obviously, the mass texting capabilities here steal the show. So hit up the App Store to update now and start spamming all your friends.

New tour offers glimpse of New Orleans movie sites

Sitting near the New Orleans streetcar line aboard a van equipped with video screens and a speaker system, tourists watch actress Vivien Leigh ride the city's vintage electric rail vehicles in a scene from the 1951 film "A Streetcar Named Desire."

In the French Quarter, passengers look on as Bruce Willis escapes attackers outside a praline shop in the 2010 film "Red." They also watch a young Kirsten Dunst bite into a woman's neck in Jackson Square in one of her early roles as a bloodthirsty child vampire in 1994's "Interview With a Vampire."

A new multimedia tour being offered in New Orleans takes passengers to locations where famous movie scenes were filmed and shows them a clip from the film on site. The tour also includes peeks at the New Orleans homes of actors Brad Pitt, Sandra Bullock and John Goodman.

"It really is a different way to see the city," said Debbie Carroll, a self-proclaimed movie buff from Springfield, Mo., who took the tour earlier this month. "I love movies, so I was excited to take this tour, but I also like that I got to see parts of the city I had never seen before."

Besides the tourist-heavy French Quarter, New Orleans Movie Tours includes stops in lesser-known neighborhoods such as Treme and the Faubourg Marigny. Clips from those neighborhoods include an action-packed fight sequence with Jean-Claude Van Damme in 1993's "Hard Target" and scenes from 2004's "Ray" about the life of singer Ray Charles, which landed Jamie Foxx an Academy Award.

The HBO television series "Treme," which frequently films in both the Treme and Faubourg Marigny neighborhoods and is currently filming its third season in New Orleans, is also in the tour.

The tour is approximately two hours long, includes popcorn, and is packed with location stops and clips from roughly 30 films shot in New Orleans, among them 2008's "The Curious Case of Benjamin Button" starring Pitt; 1965's "The Cincinnati Kid" with Steve McQueen and Ann-Margret; 1969's "Easy Rider" with Dennis Hopper and Peter Fonda, and 1958's "King Creole" starring Elvis Presley.

New Orleans Movie Tours was launched this past summer by the husband-wife team of Jonathan and Michelle Ray, movie lovers from Willington, Conn., who moved to New Orleans roughly 10 years ago.

"We fell in love with the culture, the music, the people, the food, basically everything that we didn't have in Connecticut," Jonathan Ray said.

The couple followed the growing film culture in the city, he said.

Since Louisiana film tax credits were introduced in 2002, movie production hubs have popped up in cities across the state, including Shreveport, Lafayette and Baton Rouge. But New Orleans continues to see most of the activity. This year alone, roughly 45 projects ? almost half of all those filmed in the state ? were shot in the New Orleans area.

"If there's something filming, we try to include it on the tour, so the tour can change slightly from day to day," Jonathan Ray said.

During the hot summer months, the temperature-controlled van is a comfortable alternative to the walking tours the city offers, he said.

The movie tour appears to be a growing draw for tourists and locals alike, said Jennifer Day, a spokeswoman for the New Orleans Convention and Visitors Bureau and former director of the New Orleans film office. Day said the movie tour fills a void that's existed for some time.

"When I worked at the film office, we got calls all the time from movie buffs wanting information on where movies were filmed and from visitors in the city who wanted to keep an eye out for the movie they saw filming," she said.

The tour appears to be one of only a handful like it in the U.S.

"You have to be at a site where a lot of movies have been filmed for it to work," said Doug Lumsden, owner of Monterey Movie Tours in Monterey, Calif., one of fewer than a dozen multimedia movie tours in the United States. Besides New Orleans, such tours are also offered in Los Angeles, San Francisco, Boston, Chicago, and Savannah, Ga., Lumsden said.

One of the first movie tours opened on the Hawaiian island of Kauai in 1995. That tour, Hawaii Movie Tours, includes more than a dozen stops at such locations as Wailua Falls, where the TV show "Fantasy Island" was made, and Kapaa Town, where the 1993 Steven Spielberg-directed blockbuster "Jurassic Park" was filmed.

Lumsden said his tour takes movie lovers through Monterey, Pacific Grove, Carmel and Pebble Beach. Among the highlights is The Lodge at Pebble Beach, where Doris Day ran through the entry in the suspense drama, "Julie."

Lumsden said the Rays visited California and took his tour before launching their own venture in New Orleans.

"They are really good," he said. "They did their homework, and they really know their stuff."
